Biography

Alan E. Sims is a distinguished public servant and civic leader with over three decades of experience in municipal governance and community development. He retired after an exceptional 33-year career in city management, including 15 transformative years as City Manager of Cedar Hill, Texas. Prior to that, he served in leadership roles such as Deputy City Manager of Overland Park, Kansas, one of the largest cities in the Kansas City metro area.

Alan holds both a Bachelor’s and Master’s degree in Public Administration from the University of Kansas, where he continues to contribute as a member of the College of Liberal Arts and Sciences (CLAS) Advisory Board.

His leadership influence extends across civic, educational, legal, and faith-based sectors. He currently serves as a Public Member of the State Bar of Texas, appointed by the Texas Supreme Court in 2018. Alan is also a Trustee at Trinity Church and Christian School, and a former board member for numerous organizations including:

  • North Texas Tollway Authority (NTTA)

  • Cedar Hill Chamber of Commerce

  • Texas City Management Association (TCMA)

  • North Texas City Management Association (NTCMA)

  • Kansas University City Managers and Trainees (KUCIMATS)

In recognition of his service and impact, Cedar Hill honored him by renaming its recreational facility the Alan E. Sims Recreation Center. He has received Lifetime Achievement Awards from both TCMA and KUCIMATS, and was conferred an Honorary Doctorate from Northwood University in 2008.

In 2019, Alan’s enduring commitment to public service led him to be elected to the Cedar Hill City Council, where he continues to serve his community with integrity and vision.

Alan has been married to his beloved wife Gayle—whom he affectionately calls his “girlfriend”—for 47 years. Together, they are proud parents of four adult children and grandparents to eight wonderful grandchildren.
